Overtaking is not allowed just before or in a junction, except when
1. the overtaking is done on the right;
2. the traffic at the junction is regulated by a police officer or through traffic signals; or
3. It is clear from the road signs or other circumstances that drivers on the intersecting road have an obligation to give way or stop.
