”The sign indicates that the road may be slippery. The sign is only used if there are specific reasons to warn of a slippery surface due to snow or ice.”
The road sign is not important in this question, which is only asking about general conditions. The road in the photo – just like any other road – may be slippery, for example in winter.
When you see the road sign and the additional panel, you should not think, “the sign guarantees that the road always provides perfect traction unless it is raining.”
