The driver who is reversing has an obligation to allow you to pass, in accordance with two different rules in the Road Traffic Ordinance:
“A driver may only turn around or reverse if this can be done without causing a hazard or an obstruction to other road-users.”
“A driver also has an obligation to give way to any vehicle when its path crosses their own path when the driver joins a road [...] from a parking space.”
The priority-to-the-right rule does not apply when reversing. It is always the driver who is reversing who must allow all others to pass.
