Is it true that a vehicle registration plate, or number plate, always has three letters and three digits?

Since 2019, the last character on a number plate can be a letter. Exampel: ABC 12A.

Also, there are personalised number plates:

The number plate shall have no less than two and no more than seven characters with a blank space counting as one character. The combination of characters may consist of digits or letters – or of both digits and letters. You may use all the letters of the alphabet.” (Swedish Transport Agency)

Also note that if the number plate is personalised, the car still has its original vehicle registration number (e.g. ABC 123).
