“If the accident has only resulted in property damage and the involved party flees, the penalty is day-fines. It may now also be a matter of revoking their licence.” (Driving Licence Book, 19th Edition, page 255)
Revoking a driving licence “is a traffic safety measure and not a penalty” (MHF). Also note how the Driving Licence Book avoids describing a revoked driving licence as a penalty.
