Is it true that you always have to use winter tyres in winter road conditions?
“When driving a private car [...] you are required to have winter tyres [...] 1 December–31 March, in case of winter conditions.” (Swedish Transport Agency)
This means that there is no legal requirement to have winter tyres in case of ice and snow on 1 April. The wording “in case of winter road conditions” is only applicable in the period 1 December–31 March. Otherwise, it would say something like: “requirement for winter tyres during the period 1 December–31 March or in case of winter road conditions”.
