The first additional panel can be eliminated immediately, as the day in the question is Tuesday and the panel refers to a prohibition on Thursdays.
The second additional panel applies 1/12–31/5, i.e. 1 December–31 May. The date in the question is 30 August, i.e. not within that period of time. In other words, the second additional panel is not valid either = there is no parking prohibition.
