How should you act if you are behind this car?

The overtaking alternative states that you should get closer before passing, which is not a good idea since it decreases your chances of swerving if something falls out of the car in front.
It is safer to increase your distance rather than overtake. If you maintain a good distance, you can see and react to objects falling out of the car, while avoiding a hurried and risky overtaking.
