“A vehicle that is stationary for a reason other than
1. to avoid a hazard,
2, is due to traffic conditions, or
3. constitutes parking”
In this example, your being stationary meets both conditions 1 and 2. It is therefore not classed as stopping, and is therefore not prohibited.
