If you wave over a pedestrian, that person may have a false sense of security and think “Okay, the driver sees me, now I can cross safely and start thinking about something else”. What the pedestrian is forgetting is that there may be other drivers that are not so observant. If the pedestrian is not looking and another car does not stop, a problem arises.
