According to the additional panel, the public transport lane comes into use at 15:00. In other words, it does not stop you from parking.
The parking prohibition on Tuesdays starts at midnight and is then in force until 06:00 on Tuesday morning. In other words, there is no parking prohibition now in the afternoon.
The sign indicating the times along with the additional panel with the P symbol is to be interpreted like this: Parking is permitted (a fee is payable, the ticket you buy is green) for a maximum of one hour, provided that the time is not 06:00–10:00 or 15:00–19:00.
In other words, parking is permitted for one hour according to the sign. However, as the time is 14:30, you can only park for 30 minutes, because at 15:00 the public transport lane comes into use.
