The two lanes in the picture are going in the same direction. Is it permitted to overtake in the right lane?
“[...] you can overtake on the right in the following situation [...] On a road where the speed limit is 70 km/h or lower and there are at least two designated lanes for travel in the same direction.” (Du och jag i trafiken, körkortsbok / teoribok [You and me in traffic], 28th Edition, pages 223-224)
The rule that allows you to overtake on the right is in place to reduce the number of lane changes. To overtake (or “pass”) on the right at relatively low speed has been assessed as less risky than changing lanes every time you want to overtake in city traffic.
