The passage is narrow with poor visibility. In such a situation, the safest approach is to drive at low speed because this will give you and any oncoming traffic more time to react. If there is a risk of collision with an oncoming road-user, it is always best if speeds are kept low.
It may be possible to argue that it is better to increase your speed, which would mean you would spend less time beneath the bridge. However, the risks of this are greater than the benefits. What would happen if an oncoming road-user thought in the same way? Neither of you would have time to react, and you would also collide at high speed!
The Road Traffic Ordinance states that drivers shall “with consideration to the circumstances, maintain a sufficiently low speed [...] at sharp bends [and] when meeting other vehicles on narrow roads”.
