It is true that you may not drive at an exaggeratedly low speed. You may not, for example, drive at 50 km/h in a fully functioning car on a road with a speed limit of 110 km/h on a clear summer’s day with good visibility.
In the video, however, you enter a so-called home zone.
According to the Road Traffic Ordinance, the following applies in a home zone: “Vehicles may not be driven at speeds exceeding walking pace.”
Walking pace is around 7 km/h. In the video, therefore, you are driving at an appropriate speed.
