You are driving the car from which the picture is taken. Which statement is true regarding the cyclist?
Cyclists may be overtaken at a junction: “You may not overtake right before or in a junction [...] However, two-wheeled vehicles without a sidecar may be overtaken.” (Swedish Road Traffic Ordinance).
The oncoming traffic is no hindrance, as long as you stay in your lane. The solid line only means that you may not cross into the oncoming lane, which you do not have to in this case.
