You are driving the car from which the picture is taken. Are you allowed to pass on the right side of the white car that is turning off directly left into the gravel road?
“Overtaking shall [...] be done on the right when the driver of car in front is turning left or is clearly preparing for such a turn.” (Swedish Road Traffic Ordinance)
This situation is very common. The traffic would be significantly slower in urban areas if it was not permitted to overtake.
