Bias in driving test?

Swedish government has a policy of zero tolerance on the road. it is preventive measurement to reduce accidents and save thousand lives . if it is easy to driving licencethen driver dont care much driving licence.

Unless you are Suomi, then your reindeer can cause over 300 accidents a year and no one cares. Not exactly zero tolerance.

Just failed my second driving test this morning. The examiner that handled the exam the first time discussed with my second examiner about me in Sweden thinking I wouldn’t understand. Is it normal for this to happen? Why would he do this? Didn’t his actions negatively nfluence my result?
