Booking Test Slots

I don’t see any booking slot for theory or driving test?

I passed the theory in July last year and had 3 failed driving tests. Then my 4 months window expired.

I passed theory again in January and failed driving tests. 4 months passed again.

Now I have tried to book again, but couldn’t see a slot.

Is there a priority or unannounced rule that I can’t book theory/practical.

Anyone experienced something similar?

This applies to Stockholm and I can’t even see the theory test slots.
