Traffic signals

I was in Eskilstuna today and was in the left turn lane .
The main signal was green and the left arrow was red.
Can we turn left?
What rule applies??

You follow the arrow. If it is red, you stop. When you get a green arrow you drive and turn to the left. When you have a green arrow it means that no traffic can cross your Course. Oncoming traffic has red light and pedestrians on the zebra crossing will also have red.
