Do I need to have PR in order to apply for Driving License/permit

Is it correct that I need to be permanent resident of sweden in order to apply for Driving License?

I have temp residency of 3 years.

Actually, no, you can get an exemption for driving license in case of temporary employment or temporary resident permit.

This seems to be the case only if you hold a valid driving license from a non-EEA country. What if you do not have a valid license and only have a temporary residence permit?
