It is true that parking is permitted in specially dedicated parking spaces within the area. The problem here is that the place indicated by the red arrow is not such a parking space, because it is not marked by a ‘P’ sign. The fact that it looks like a parking space or that you would not be causing an obstruction to traffic makes no difference. Parking here is prohibited.
